Curbside Refuse Collection

Residential curbside refuse and recycling collection is provided Town-wide on a contract basis awarded through competitive bid to a private firm.  Disposal of refuse is at the Mid-Connecticut facility of the Connecticut Resource Recovery Authority in Hartford. 

Trash will only be collected in the Town issued containers (wheeled toter cans). Trash is not collected in cardboard boxes or plastic bags. Trash will not be collected if container (toter) is overloaded (cover must be halfway closed). Trash must be at the curb at 6:00 a.m. on your regular collection day. If refuse is not out on time, collection crews will not go back to pick it up. Your trash will have to be removed from the curb to be picked up on your next collection day.

Town ordinance prohibits trash from being placed at the curb more than 24 hours before collection and requires the removal of the empty receptacles from the curb by 12:00 noon on the day following the collection. Collection can run late. If your trash was out by 6:00 a.m. but was not picked up by the morning after your collection day, please call 647-3248.

Holiday Schedule: There is NO refuse collection on the following days:

  • New Year's Day
  • Memorial Day
  • Fourth of July
  • Labor Day
  • Thanksgiving
  • Christmas

When one of these holidays occurs on a regularly scheduled collection day, collection will be delayed one day for the rest of the week.   For example: If a holiday falls on a Monday, then Monday's collection will be on Tuesday; and Tuesday's collection will be on Wednesday and so on. There also will be a Saturday pickup for Friday's collection.

These are the ONLY holidays that result in a change in the collection schedule. Other holidays when Town Hall or schools may be closed will not affect refuse collection.

Curbside Bulk Waste Collection

The following materials may be placed at the curb for collection on your regular trash collection day.  These items will be collected by a truck or trucks that are different than the automated garbage truck that collects the trash in your container.

FURNITURE, BEDDING, TOILETS, SINKS AND APPLIANCES will be collected on your regular collection day. DO NOT CALL for collection.  The first truck that comes by in the morning notifies a separate truck to come by and pick up these items. Doors MUST be removed from refrigerators and freezers. All plumbing pipes, counter tops and cabinets must be removed from toilets and sinks and brought to the Landfill by the home owner. Hot Water Heaters will be collected if they are forty (40) gallon capacity or less.

LAWN MOWERS AND SNOW BLOWERS will be picked up at the curb. All fluids MUST be drained.

BICYCLES will be collected at the curb.

TIRES and RIMS will be picked up at the curb only if the tire and rim are separated.  Rims will be collected by a separate vehicle.  Tires are limited to four (4) per household per week. NO other automotive parts are collected at the curb.

CARPET will be collected at the curb if it is rolled, folded and tied to not longer than four (4) feet and weighing less than 50 lbs.

GRILLS - Charcoal & gas grills will be collected.  PROPANE GAS TANKS ARE NOT COLLECTED. Bring propane tanks to the designated area at Landfill.

The following items are NOT collected at the curb:

Any items related to home improvement or home remodeling including; doors, windows, cabinets, building materials, counter tops, bathtubs, lumber, shingles, plaster, sheet rock, pipe, sheds, fencing, dirt, stones and rocks, hazardous and toxic materials, bowling balls, auto parts (other than tires and rims), stumps and roots.

PAINT is NOT collected at the curb.  The Landfill will accept Latex/Water-base paint ONLY.  Oil based paint, stains, and turpentine must be disposed of on Hazardous Waste Days at the Household Hazardous Waste Collection facility

FIRE EXTINGUISHERS are not collected at the curb or accepted at the Landfill. Residents can call the Town of Manchester Fire Department, 647-3266 for proper disposal.

 

Curbside Yard Waste Collection

Yard waste is collected weekly, from March 15 through the end of the second week in January. Here is a guide for what will be collected at the curb each week on your regular refuse collection day:

BRUSH - must be cut to four (4) feet or less in length, tied and bundled. The bundles must not weigh more than forty (40) pounds. A separate truck will pick up your brush on your regular garbage collection day every week between March 15 and the end of the second week in January. STUMPS and ROOTS are NOT collected at the curb.

LEAVES, GRASS, CLIPPINGS, AND SHRUBBERY TRIMMINGS - will be collected on your regular garbage collection day every week between March 15 and the end of the second week in January. THESE ITEMS MUST BE IN PAPER BAGS, WEIGHING LESS THAN 50 LBS.  A separate truck will pick up all of these paper bagged items. Paper bags are available for purchase at the Landfill Office, Senior Citizens Center, and the Town Hall during regular business hours.

Yard waste in plastic bags, garbage containers or cardboard boxes will NOT be collected.

CHRISTMAS TREES are considered yard waste and will be collected between March 15 and the end of the second week in January.  After the end of the second week in January, trees MUST be brought to the Landfill for disposal.

Residents are reminded that the trees are recycled into wood chips. Therefore, please remove any plastic bags, ornaments, lights or stands from your tree before you place it at the curb. These items are not recyclable and present a safety hazard to both equipment and personnel. Trees contaminated with these items will not be collected. Please help us during snowstorms by removing your tree from the side of the road. Due to the weather during this time of the year, trees often blow into the road or into a neighbor’s property creating a nuisance and a potential safety concern. During snowstorms, the trees at the side of the road often become buried and frozen into the snow, making collection of them impossible.

 

Curbside Recycling

The following items can be placed at the curb for recycling:

METAL FOOD AND BEVERAGE CONTAINERS (any size): Includes aluminum foil, plates and food trays, pet food cans, and aerosol cans from food & beauty products.  RINSE AND CLEAN. Place lids inside containers. Do not remove labels. Place in your recycling bin.  DO NOT RECYCLE aerosol paint or automotive cans or paint cans.

GLASS FOOD AND BEVERAGE CONTAINERS: Rinse and clean; do not remove labels. Place in your recycling bin. DO NOT RECYCLE plate glass, mirrors, light bulbs, drinking glasses, dishes or ceramics.

PLASTIC CONTAINERS: #1 and #2 ONLY - food, soda, juice, beverage and detergent bottles. Empty kitty litter containers, margarine, yogurt, and cottage cheese are recycled. Rinse and place in your recycling bin. Containers may be flattened.  DO NOT RECYCLE oil or antifreeze containers, plastic flower pots.

 

 

PAPER:

  • Newspaper
  • Magazines
  • Catalogs
  • Computer paper
  • Junk Mail - includes all loose bulk mail received through the mail consisting of paper.  Examples of junk mail include: paper envelopes (including ones with plastic windows!), flyers, office paper, computer paper, coupons, brochures, magazines, catalogs, stationary, and bills.  
  • Clean Shredded Paper is also acceptable in paper bags ONLY that are taped closed.
  • Office paper
  • Fiberboard  containers (i.e. cereal boxes-remove bag, pasta, cake, frozen food boxes, shoe & gift boxes)        
  • Milk, juice cartons and juice boxes. Remove caps and straws. Ice cream cartons.
  • Paper bags

Unacceptable paper includes any kind of non paper bag such as plastic or TYVEK, overnight delivery envelopes. Also plastic bags or wrapping, bubble wrap, books of any kind, greeting cards, gift wrap and product samples such as shavers, detergents and other such materials.

Place in paper grocery bags or tie in bundles no larger than 12 inches and place next to your recycling bin, or you may put these items directly into your green recycling bin.   Do NOT place in plastic bags.

DROP OFF AREAS FOR PAPER RECYCLING

You can also recycle the items listed above at several drop off locations around town. The green boxes are marked “Office Paper” and can be found at the following locations:

Town Hall - Parking Lot, 41 Center Street

Senior Center - Parking Lot, 549 East Middle Turnpike (also has a separate box for book recycling)

Tolland Turnpike Fire Station - Corner of Deming Street, 331 Tolland Turnpike

BOOKS:  paperback and hard cover books can ONLY be recycled in the box at the Senior Center. This box is marked “HANDS ACROSS THE WATER”

TELEPHONE BOOKS can ONLY be recycled in the AT&T Telephone Book Recycling Box, located in the parking lot of the Fleet Garage at 263 Olcott St. The telephone recycling box is accessible 7 days a week, 24 hours a day and will be available until the first week of June.

CORRUGATED CARDBOARD: Clean corrugated cardboard MUST be flattened and cut to no more than 2 feet by 4 feet in size. Tie in bundles no higher than 12 inches and place next to your recycling bin. DO NOT RECYCLE waxed or plastic coated corrugated cardboard.

USED MOTOR OIL: Place used motor oil in non-breakable containers, no larger than 1 gallon size, with tightly fitting screw top lid. Place next to your recycling bin. MAXIMUM OF 2 GALLONS PER WEEK.  State law prohibits dumping of used motor oil on land, in storm drains, or into waterways.  Motor oil containers are NOT recycled under any circumstances.

AUTOMOTIVE BATTERIES: Secure caps and place next to your recycling bin

PAINT is NOT collected at the curb.  The Landfill will accept Latex/Water-base paint ONLY.  Oil based paint, stains, and turpentine must be disposed of on Hazardous Waste Days at the Household Hazardous Waste Collection facility

Battery Recycling

The Rechargeable Battery Recycling Corporation (RBRC) coordinates the rechargeable battery recycling program, Charge Up to Recycle!  The program currently takes back Nickel-Cadmium (Ni-Cd) rechargeable batteries (the power source in cordless phones and power tools), Nickel Metal Hydride (ni-MH) and Lithium Ion (Li-ion) rechargeable batteries commonly found in cellular phones, laptop computers and other portable electronic products. In addition, Small Sealed Lead Acid (Pb) rechargeable batteries that power camcorders and other portable electronic products are recycled through retail stores, community collection centers and businesses across the United States and Canada. Do you have household items that you no longer need, but are still in usable condition? We, as a nation, have become a throw-away society. People toss usable goods into the trash cans or leave them at the curb side for garbage removal without a second thought. Instead of throwing things away, consider giving these items away. Recycling Shredded Documents: Does your organization shred documents? The Lutz Children’s Museum located 247 South Main Street can use the shredded paper as animal bedding. Recycling is good for the environment; shredded paper is good for the animals and keeps our costs down. Please spread the word and bring a bag to the museum whenever you can. Thank you!
