Town of Manchester Transfer Station - Residential Use

The Town of Manchester, CT owns and operates a Transfer Station for the benefit of Manchester Residents. There are many acceptable items that can be disposed of at the Transfer Station by residents, however, there are some materials that cannot be accepted. Therefore, please be sure to review the information and regulations on this web page. The Transfer Station has been issued an operating permit by the State of Connecticut Department of Energy and Environmental Protection. Manchester Residents Needing to Use the Transfer Station
For Manchester residents needing to dispose of eligilble items at the Transfer Station, all residential users of the must either:
1) Purchase a yearly Transfer Station permit if eligible to do so*
Pay for each load that is brought in
The Fees are as follows:
Annual Permit Fee (Valid July 1 through June 30) $ 20.00 per vehicle
* To be eligible to purchase an annual permit, a resident must own a residential property in the Town and the vehicle MUST be registered to that property owner at that address and not be used for business purposes. In addition, the vehicle may only be used to bring materials from your Manchester residence.
Per Car Load Fee $ 2.00 per car load
Per Pick-up Truck/ or Trailer Fee $ 4.00 per car load
There is NO CHARGE to bring leaves or grass clippings to the Composting area or to deliver recyclables
(including scrap metal) to the Recycling area.
Holiday Schedule and Hours of Operation
The Transfer Station is closed on the six holidays listed below. When any of these holidays fall on a Saturday, the Landfill will be closed that day, and open the preceding Friday. When any of these holidays fall on a Sunday, the Landfill will be closed on the Monday immediately after the Sunday holiday.
New Year's Day
There is no curbside refuse collection on these holidays when they fall or are recognized on a weekday. Collection during these holiday weeks is delayed one day on and after the day that the holiday is celebrated.
Again, when the holiday falls on a Sunday, collection we be delayed on the next Monday for the entire week following saidholiday.
The facility is open on a normal schedule on all other holidays.

Complaints may include odors, dust, litter, traffic, noise, or drainage impacting your property.
Curbside Collection as an Alternative Disposal Method
Residents that are served by the Town's curbside collection program may dispose of many bulky items on a weekly basis as part of their regular curbside refuse collection through a call-in scheduling system as described below. The Town provides an extensive list of items that can be collected at the curb through a call-in scheduling system, which is described below in the next paragrpah.
NOTICE: As of July 1, 2009, the Town has implemented a call-in system for scheduling pickup for Bulk waste, metal waste, appliances, used motor oil and lead-acid batteries. Residents must call 647-3200 to schedule pick-up by no llater than 2:00 P.M. on the business day before your regular pick-up day. Scheduled pick-ups are needed for the following categories, please see below for additional descriptions and information:
Bulky Waste (Furniture, Bedding, Passenger/Light Truck Tires only, Carpet, etc.)
Appliances and Scrap Metal Items (Grills, Bicycles, Lawnmowers, Tire Rims, etc.)
Used Motor Oil
Car and Boat Batteries
Please note that these items will be collected by a truck or trucks that are different than the automated garbage truck that collects the trash in your container.
FURNITURE, BEDDING, TOILETS AND SINKS: can be collected at the curb on your regular collection day. You must call in for collection, please see above. All plumbing pipes, counter tops and cabinets must be removed from toilets and sinks and brought to the Landfill by the home owner.
APPLIANCES: (Refrigerators, Stoves, Dishwashers, Hot Water Heaters, Air Conditioners, Dehumidifiers, Washing Machines, Dryers) Doors MUST be removed from refrigerators and freezers. Hot Water Heaters will be collected if they are forty (40) gallon capacity or less.
LAWN MOWERS AND SNOW BLOWERS can be picked up at the curb. All fluids MUST be drained.
BICYCLES can be collected at the curb.
TIRES and RIMS Passenger and Light Truck Tires only. Collected only if the tire and rim are separated. Rims will be collected by a separate vehicle. Tires are limited to Four (4) per household per week. NO other automotive parts are collected at the curb.
CARPET can be collected at the curb if it is rolled or folded and tied to not longer than four (4) feet and weighing less than 50 lbs.
GRILLS - Charcoal & gas grills can be collected at the curb. PROPANE GAS GRILL TANKS ARE NOT COLLECTED at the curb. Bring propane tanks directly to the designated area at Landfill.
The following items are NOT collected at the curb:
Any items related to home improvement or home remodeling including; doors, windows, cabinets, building materials, counter tops, bathtubs, lumber, shingles, plaster, sheet rock, pipe, sheds, fencing, etc., dirt, stones and rocks, hazardous and toxic materials, bowling balls, auto parts (other than tires and rims), stumps and roots.
PAINT is NOT collected at the curb. The Landfill will accept Latex/Water-base paint ONLY. Oil based paint, stains, and turpentine must be disposed of on Hazardous Waste Days at the Household Hazardous Waste Collection facility
FIRE EXTINGUISHERS\SMOKE DETECTORS
Fire extinguishers are under pressure and may explode when combined with other materials. They cannot be discarded with curbside garbage or brought to a Household Hazardous Waste collection event.

Most smoke detectors contain a small amount of a radioactive material. When installed in your home or office this material poses little threat but if broken open it can become a health hazard. This is the reason that smoke detectors must be labeled as having radioactive content and their manufacturers must accept these items for disposal as hazardous waste.
Homeowners can mail smoke alarms and smoke detectors back to their manufacturer by surface or UPS ground mail, marked "For Disposal" or contact the manufacturer by phone for instructions:

Residential Asbestos Disposal
Town residents are allowed to bring Non-friable Asbestos to the landfill for $2 a car load or $ 4 a truck load.
Non-friable Asbestos must be wet down and double bagged with a heavy duty garbage bag. Residents must call
860-647-3248 at least 24 hours in advance of disposal to allow for proper placement into the landfill working cell.
