Landfill - Residential Use
The Town owns and operates a landfill that accepts bulky and special waste from throughout Connecticut. The landfill was issued a new and revised permit by the State of Connecticut Department of Environmental Protection for a vertical expansion in December 2003. The new permit allows the landfill, based upon current fill rates, to continue operations for an estimated ten (10) additional years or an estimated closure date of 2015.
Residents may dispose of many bulky items on a weekly basis as part of their regular curbside refuse collection. Because the Landfill is in essence an active construction site, with heavy equipment, large trucks, and private venders entering at all times, the Town wishes to limit the non-commercial access to the Landfill to the greatest extent possible. Our goal is to reduce the potential for the risk of accidents. For this reason, the Town provides an extensive list of items that can be left at the curb for collection.
In addition to normal trash collection, the following materials may be placed at the curb on your regular trash collection day by 6:00 A.M. These items will be collected by a truck or trucks that are different than the automated garbage truck that collects the trash in your container.
FURNITURE, BEDDING, TOILETS, SINKS AND APPLIANCES will be collected at the curb on your regular collection day. DO NOT CALL for collection. The first truck that comes by in the morning notifies a separate truck to come by and pick up these items. Doors MUST be removed from refrigerators and freezers. All plumbing pipes, counter tops and cabinets must be removed from toilets and sinks and brought to the Landfill by the home owner. Hot Water Heaters will be collected if they are forty (40) gallon capacity or less.
LAWN MOWERS AND SNOW BLOWERS will be picked up at the curb. All fluids MUST be drained.
BICYCLES will be collected at the curb.
TIRES and RIMS will be picked up at the curb only if the tire and rim are separated. Rims will be collected by a separate vehicle. Tires are limited to four (4) per household per week. NO other automotive parts are collected at the curb.
CARPET will be collected at the curb if it is rolled or folded and tied to not longer than four (4) feet and weighing less than 50 lbs.
GRILLS - Charcoal & gas grills will be collected. PROPANE GAS GRILL TANKS ARE NOT COLLECTED. Bring propane tanks to the designated area at Landfill.
The following items are NOT collected at the curb:
Any items related to home improvement or home remodeling including; doors, windows, cabinets, building materials, counter tops, bathtubs, lumber, shingles, plaster, sheet rock, pipe, sheds, fencing, etc., dirt, stones and rocks, hazardous and toxic materials, bowling balls, auto parts (other than tires and rims), stumps and roots.
PAINT is NOT collected at the curb. The Landfill will accept Latex/Water-base paint ONLY. Oil based paint, stains, and turpentine must be disposed of on Hazardous Waste Days at the Household Hazardous Waste Collection facility
FIRE EXTINGUISHERS\SMOKE DETECTORS
Fire extinguishers are under pressure and may explode when combined with other materials. They cannot be discarded with curbside garbage or brought to a Household Hazardous Waste collection event.

Most smoke detectors contain a small amount of a radioactive material. When installed in your home or office this material poses little threat but if broken open it can become a health hazard. This is the reason that smoke detectors must be labeled as having radioactive content and their manufacturers must accept these items for disposal as hazardous waste.
Homeowners can mail smoke alarms and smoke detectors back to their manufacturer by surface or UPS ground mail, marked "For Disposal" or contact the manufacturer by phone for instructions:

Manchester Residents Needing to Use the Landfill
For Manchester residents needing to dispose of items at the Landfill, all residential users of the Landfill and Transfer Station must either purchase a yearly Landfill permit or pay for each load that is brought in.
The Fees are as follows:
Permit (Valid July 1 through June 30) $20.00 per vehicle
Car Load $ 2.00 per car load
Pick-up Truck/ or Trailer $ 4.00 per car load
Furniture, bedding, appliances, propane tanks and tires (off the rim) $5.00 per each item.
Furniture, bedding, appliances, and tires (off the rim) are all items that may be left at the curb for collection at NO CHARGE. Residents are encouraged to use this service and NOT travel to the Landfill.
In order for the permit to be issued, the vehicle MUST be registered to the property owner in the Town of Manchester and not be used for business purposes. In addition, the vehicle may only be used to bring refuse from your Manchester home that you reside in.
There is NO CHARGE to bring leaves or grass clippings to the Composting area or to deliver recyclables (except metal) to the Recycling area.

Holiday Schedule and Hours of Operation
The Landfill is closed on New Year's Day, Memorial Day, July 4, Labor Day, Thanksgiving and Christmas. There is no curbside refuse collection on these days. Collection during these holiday weeks is delayed one day.
The facility is open on a normal schedule on all other holidays.

LANDFILL : Monday through Saturday 7:15 a.m. to 2:30 p.m.
TRANSFER AND COMPOSTING AREA : Monday through Saturdays: 7:15am to 3:15pm
